CEEB – submit a declaration (from 1 July 2021)

On 1 July 2021, a general census of heat sources launches, which must be remembered by every owner or manager of a building/venue that has an up to 1MW heat source. Submitting a declaration to the Central Emission Inventory for Buildings (CEEB) is obligatory.
The Act of 28 October 2020 amending the Act on supporting thermomodernisation and renovations and certain other Acts [Journal of Laws, item 2127] created the Central Emission Inventory for Buildings (hereinafter CEEB) and imposed new obligations on the owners or managers of buildings or venues. The General Inspector of Building Control is responsible for its creation, implementation and maintenance.
What is the declaration?
It is a type of a questionnaire in which you provide:
- The full name or company name of the owner or manager of the building or venue and the address of their residence or registered office;
- The address of the property on which the heat source or combustion source of fuels is utilised;
- information about the number and type of heat source or combustion source of fuels used at the propery and about their purpose and fuels used;
- the owner or manager’s phone number (optional)
- email (optional)
Who does the declaration apply to?
Every owner or manager of a building or venue which has an up to 1MW heat source.
When do I submit the declaration?
From 1 July 2021.
For newly constructed buildings, the deadline will be 14 days.
For buildings that already stand, the owner or manager will have 12 months.
Please note! The obligation to submit the declaration is imposed by law and failure to do so may result in a fine!
How can you submit the declaration?
Electronically – the preferred way, the functionality of which will enable the document to be filled in simply and quickly. You will be able to submit the declaration via CEEB ICT system. The submission of declarations will be implemented in accordance with security requirements, using in particular the Trusted Profile (a direct connection to the National Node system). The Trusted Profile as part of the National Node as a means of authentication is currently a system that is fully operational and used by institutions and citizens.
Independently of the Trusted Profile, the National Node enables the use if an ID card with an electronic layer.
On paper – you can either send the filled document by post or submit it in person to the relevant Office (according to the location of the building).
