      Szczecin Western Bypass: a tender within reach

      During his visit in Szczecin, the Prime Minister mentions the western bypass among the projects important to the development of the region. This is another government declaration. We take his word for it!

      According to the announcements of the government, the tender procedure of the realisation of the Szczecin Western Bypass is to be announced in the middle of the year. We can also be happy about the fact that after the talks of Prime Minister Mateusz Morawiecki in the Ministry of Finance, funds for this task, which is estimated to cost 5.5 billion zlotys, will be secured in the National Road Construction Programme. This important declaration came out after more than 5 years since the Mayor of Szczecin and other members of the local government and Chemical Industries submitted a request in 2016 to include this task in the National Road Construction Programme 2014-2023.

      Szczecin will be ready for the western bypass

      The City of Szczecin awaits a quick tender announcement and is preparing projects within its own administrative borders, which complete the road system of the bypass. These tasks include:

      1. 3rd phase of the Northern Route – the tender for updating the project documentation is in progress.
      2. Redevelopment of Modra and Koralowa Streets – the tender for construction works is in progress.

      Moreover, advanced design work is also being carried out on the new road connecting Bezrzecze and Wołczkowo with Szczecin. The City of Szczecin also reiterates its willingness to cooperate with GDDKiA on the new route of the DK10 and emphasises that the declarations contained in the previous correspondence remain valid.

      A long way of the Local Government to the western bypass

       

      The City of Szczecin along with the local government bodies, the Szczecin Metropolitan Area Association and the local government of the West Pomeranian Voivodeship has been preparing for this project for over 10 years. It has involved many hours of meetings, agreements, lobbying and concrete actions, without which the realisation of this important project for the region would not be possible:

      1. 2007 – at the initiative of the City of Szczecin an agreement was concluded regarding the implementation of the Feasibility Study of the Szczecin Western Bypass along with the Environmental Impact Report. Based on the agreement, the Partners (local government bodies) funded the Feasibility Study and Report.
      2. 2015 – a letter of intent was signed between the Szczecin Municipality, the Police Municipality and the Police District signifying the willingness to jointly prepare the investment process of the major section of the Szczecin Western Bypass covering the crossing between the Police-Goleniów junctions.
      3. 2016 – An agreement was concluded between the Szczecin Municipality, the Police Municipality, the Police District and Police Grupa Azoty Chemical Industry. The agreement covered joint financing and the scope of preparatory works.
      4. 2016 – Submission of an application for the inclusion of the project in the National Road Construction Programme for 2014-2023 (with an outlook to 2025).
      5. 2017 –An environmental permit decision for the project was issued to the benefit of the West Pomeranian Voivodeship. The West Pomeranian Voivodeship assigned the obtained decision to GDDKiA.
      6. 2017 – The Szczecin Municipality concluded an agreement with the Polish Development Fund (PFR) (the Local Government Investment Fund) confirming the initial willingness of the PFR to make financial contribution in the implementation of the project.
      7. 2017 – At the request of the Szczecin Municipality, the Institute for Public-Private Partnership elaborated The Pre-implementation Legal Analysis “North-Western Szczecin Bypass – Stage I: junction No. 6 ’Police‘ – junction No. 8 ’Goleniów‘; Task I junction No. 6 ’Police‘ – tunnel crossing – Święta village in the public-private partnership framework .
      8. 2020 – Submission of an application to the National Reconstruction Plan for the Construction of supplementary infrastructure for the Szczecin Western Bypass project.

      Why we need the western bypass

      The Szczecin Western Bypass is an important traffic route for the Szczecin Municipality as well as the surrounding local governments and the entire West Pomeranian region. The project will improve the traffic flow, increase the region’s attractiveness for investors, and improve safety and air quality in the centre of Szczecin metropolis.
