Driving a car? Watch out for new parking arrangements in Szczecin starting this 1 May

The City Centre Paid Parking Zone, a new fee list for PPZ, and reorganised Paid Unattended Car Parks – three major parking resolutions to come into effect on 1 May.
The new arrangements will change the PPZ’s boundaries and rules, and amend the Paid Unattended Car Parks Rules. Most notably, however, Szczecin will have a City Centre Paid Parking Zone.
City Centre Paid Parking Zone (CCPPZ)
In accordance with the Public Roads Act, a commune or municipality with a population of over 100,000 may establish a CCPPZ within a densely developed downtown area, charging higher parking fees than in the PPZ, with parking fees charged seven days a week.
Old Town councillors opted for such a solution to be implemented between Tkacka, Mściwoja, and Panieńska Streets.
Main rules of Szczecin’s CCPPZ:
- parking is charged on all days of the week between 8 a.m. and 10 p.m. (except for 2 May, 24 and 31 December)
- first hour is charged at PLN 8, second at PLN 9.60, third at PLN 11.40, and fourth and further at PLN 8.
- CCPPZ annual resident subscription is PLN 440 (PLN 220 for a 6-month subscription).
- subscription owners are allowed to park their cars across the CCPPZ, and within the Trasa Zamkowa PUCP at no extra cost.
- monthly subscriptions for legal persons and organisational units
at PLN 300/month - flat-rate fee for persons with disabilities and carers of persons with severe disabilities – PLN 10/year
- non-payment of the parking fee is subject to an extra fee of PLN 400 (PLN 200 if paid within seven calendar days from notification).
Boards with essential information on the CCPPZ will be set up by each pay and display machine on the upper terrace of the Old Town. CCPPZ’s main signage colour will be green.
Resident subscriptions may be purchased by natural persons residing within the CCPPZ area who pay their personal income tax in Szczecin. Subscriptions for legal persons and organisational units may be purchased by businesses and institutions based within the CCPPZ area. Each resident and business (organisational unit) may purchase one subscription.
As in the PPZ, during the day, the CCPPZ allows drivers to park their cars free-of-charge for 15 minutes, provided that they collect a zero-rate ticket from the ticket dispenser or using dedicated mobile apps. The app option is new. A similar provision has been introduced in the amendment of the PPZ zone.
List of streets located within the City Centre Paid Parking Zone:
Plac Żołnierza Polskiego (from Mariacka to Farna), Farna, Grodzka, Koński Kierat (from Mariacka to Farna), Korsarzy, Księcia Mściwoja II, Kuśnierska, Łaziebna, Mariacka, Panieńska, Rycerska, Sołtysia, Staromiejska (from Grodzka to Wyszyńskiego), Staromłyńska (from Plac Żołnierza Polskiego to Końskiego Kieratu), Tkacka.
Under the Resolution, “The establishment of the CCPPZ in Szczecin will allow the city to raise parking fees, extend paid parking times from 8 a.m. to 10 p.m., and keep the CCPPZ in use on Saturdays and Sundays.” “Through these changes, the city wants to:
- improve access to parking spaces, especially for residents;
- reduce parking times and car density in the CCPPZ, and increase car turnover;
- improve air quality by reducing car traffic in the area;
- create an appealing space that caters to the needs of residents and local businesses;
Amendment of the Resolution on the Paid Parking Zone:
Starting from 1 May, new rules will apply to the PPZ, with new boundaries and price list. The PPZ will be expanded to include:
- the part of Montwiłła Street near Teatr Polski;
- a section of Ku Słońcu Street between Pileckiego Roundabout and the Main Gate of the Central Cemetery;
- Zbożowa Street in Łasztownia.
The Resolution also reduces the yellow subzone in areas where car turnover is insufficient.
The current PPZ price list dates back to March 2021. With cumulative inflation in Poland having risen by over 35 percent since then, the new price list is meant to bring the fees in greater alignment with inflation to make parking spaces in the Paid Parking Zone more accessible.

In the red subzone, the fees are PLN 5.20 for the second hour, PLN 6.20 for the third hour, and PLN 3.60 for the fourth and further hours. In the yellow subzone, the fees are PLN 4.30, 5.10, 3.60, respectively.

The extra charge for non-payment will rise from PLN 200 to PLN 400. However, if the fee is paid within 7 calendar days from the issue or post delivery of non-payment notification, the extra charge will be PLN 200.
New accommodation for zone residents
So far, PPZ residents could purchase subscriptions allowing them to park on streets on which they reside, or streets adjacent to them. However, the fee applied only to the one street indicated by the car owner. The new Resolution allows residents to park their cars on two streets, choosing from the following three options: the street on which they reside, a street adjacent to it, or another street in the immediate vicinity.
Other important changes in the PPZ Rules:
- substitute subscriptions, allowing drivers to use their subscriptions for vehicles other than those to which the subscription is originally assigned, e.g. while the car is being repaired;
- forcing an increased turnover of delivery vehicles by introducing free tickets for delivery vehicles collected from pay and display machines (e.g. for 15 minutes). The same regulations apply to Resolutions on the CCPPZ and PUCP.
New arrangements for Paid Unattended Car Parks
The third parking resolution involves PUCPs. As of the end of April, Orła Białego (no parking spaces after the scheduled square reconstruction) and Szymanowskiego PUCPs will no longer be in use. The reasons for PUCP Szymanowskiego’s removal is that a PPZ is in place on the same street, confusing drivers as to which pay and display machine to use (PUCP or PPZ).
PUCP Ogińskiego has been out of use since March for the same reasons. Due to the subdivision of Plot No. 13, Cadastral District 1021, the parking bay occupied so far by the PUCP Ogińskiego became part of a public road, allowing its integration into the Paid Parking Zone. Starting from 1 May, parking spaces in the former PUCP Ogińskiego will be charged according to the PPZ red subzone price list.
Starting on 9 May, in the car park at Piotra Skagi Street, facing the Monument to the Deed of Poles, a new Paid Unattended Car Park – PUCP Jasne Błonia – will come into use.

As in the case of the PPZ and CCPPZ, subscription options for residents of the PUCP Dolny Taras area will be PLN 440 for annual subscriptions and PLN 220 for 6-month subscriptions. Subscription owners can also park on the PUCP Trasa Zamkowa.
Non-payment of the parking fee or parking in a non-designated space is subject to an extra charge of PLN 200.
Parking in all paid car parks will be exempt from fees on three days during the year.
