Flats in exchange for renovation. A new distribution

The Board of Buildings and Municipal Premises is introducing additional opportunities for those interested in renting a council flat in exchange for renovation. The new proposal is a permanent list of such premises for which there were no takers so far. The current list is already available on the BBMP (ZBiLK) website.
Permanent listing of council housing in exchange for renovation
There are currently over a hundred flats on this list for which no one has applied so far. The bids contain detailed information about the premises, its location, surface area, scope of renovation works and the estimated cost of their completion. There is also information about the rent and the costs associated with utility charges. Bids for flats will be available until a complete application is received. Those interested in carrying out renovation works and renting the given premises may submit their applications at any time, in the office of BBMP at 25 Mariacka Street. The application will be accepted by an employee indicating the time of submission. A person who submits a complete application and meets the criteria specified in the resolution will be able to conclude a contract for renovation works.

Offer updates up to twice a month.
In addition to the permanent list, BBMP will also publish offers of premises for renovation under existing rules, which have been applying since 2020. From now on, Szczecin residents will no longer have to wait several months for an invitation to apply for a flat for renovation to be published. Lists are now published up to twice a month on the notice board in the BBMP office and on its website.
The requirements to apply for premises for refurbishment
The application is first of all examined to ensure that it meets the basic conditions (residence in Szczecin, not owning any premises, income criterion). If the above is fulfilled, the application is subject to a scoring system, taking into account issues such as: the period of residence in Szczecin, health status, number of children and how the flat has been used so far (points are deducted for vandalising).
Additional points are provided for young families in which members are no more than 35 years old. Residents who live in Szczecin and do not own a flat, e.g. those living in their family members’ flats or renting a room from a private individual, can apply for council housing in exchange for renovation. An important element is also the income criterion. The income of a three-member family can range from around PLN 3000 to PLN 6900 and of a family of five from around PLN 5000 to PLN 9400.
The flat has been chosen - it's time for renovation
The renovation completion time is 8 months (with a building permit for 12 months). The average cost of such a renovation is several dozen thousand zlotys. During the renovation no rent is charged. The renovator pays only for utilities such as gas, electricity and water bills. After the renovation is completed, the basic lease agreement is signed with the person who performed the renovation. Since 2012, the Board of Buildings and Municipal Premises has rented out more than 1300 flats for renovation.
